Role Description:

The Benefits Analyst is responsible for the administration of benefits, including benefits plan setup and modification, Life Events, Annual Enrollment and Self-Service Benefits Administration, COBRA, billing, auditing, and support for current and future systems. Participates in the development, testing, implementation, and post-production review of benefits projects. Assists in defining, designing, and implementing solutions for the improvement of productivity and efficiency within the benefits team and the People & Talent department.

Essential Duties & Responsibilities:
  • Ensures the integrity of benefits data used and generated by benefits systems, and in the administration and delivery of its plans in an accurate and timely manner.
  • Works closely with the ERP Center of Excellence to review audits, enhancements, and system updates, including performing audits to ensure accuracy and completeness of data, researching plan rules to ensure proper interpretation, and resolving administration questions/issues resulting from systems and audits.
  • Assists in the administration of benefits module within Oracle Cloud Fusion, Self Service and any other future systems that impact benefits administration.
  • Serves as benefits administrative liaison to Oracle, including analyzing and troubleshooting issues and implementing collaborative solutions, maintaining a log of system issues and resolutions, and developing and maintaining process documentation.
  • Delivers clear analysis, requirements documents, test plans and SOPs to accurately reflect the technical capacities of the system and address requirements.
  • Assists in the improvement of system and business processes to streamline, automate, or standardize processes.
  • Builds simple to complex queries to be used in the performance of daily activities, audits, or other areas of operations within benefits and works with Oracle and Managed Care Services vendor to create or modify custom reports.
  • Transmits vendor data files and ensures inbound and outbound file processing and reporting runs successfully with timely resolution of vendor data and/or process issues.
  • Responsible for training users on any changes related to the benefits system.
  • Provides backup support in the day-to-day administration of employee health and welfare, pension, and other employee benefits programs and performs advanced analysis and evaluation of all benefits related subject areas.
  • Stays abreast of leading practices in benefits design and administration, develops recommendations to improve benefits programs and processes for DC Water, and coordinates implementation of changes.
  • Performs other related duties and projects as assigned at the discretion of the Benefits Manager.

Required Skills & Qualifications

Required Experience:
Minimum of five (5) years of professional level work experience in benefits administration inclusive of 2 years of experience with Oracle Cloud Fusion or other HR systems.
Knowledge of principles and practices of Benefits administration.
Knowledge of laws affecting insurance programs, management and accounting/budgeting principles, and systems analysis.
High proficiency in Excel (including VLOOKUP, XLOOKUP, Pivot Tables and various methods for data analysis).
Minimum Education Requirements:
Bachelor's degree in Business Administration, Human Resources, Information Technology, or related field from an accredited university or college or equivalent combination of education and experience.
